The newly implemented four-day work week in the local government has drawn analysis from labor law expert Atty. Proculo Sarmen, who highlighted both the potential benefits and challenges of the arrangement.
According to Sarmen, one of the major advantages is the opportunity to maximize productivity within the standard 40-hour work week while reducing electricity and energy consumption in government offices.
He also noted that the system reflects administrative flexibility on the part of the local government, even though it is not mandated by any national government memorandum circular.
However, Sarmen emphasized the importance of safeguarding employee rights.
He stressed that no benefits or compensation should be compromised and that the Civil Service Commission’s guidelines must be strictly observed to ensure the welfare of workers.
The compressed work schedule, introduced under Executive Order No. 103-26 by Mayor Rolando “Klarex” Uy, took effect Monday.
The initiative is aimed at promoting energy conservation and improving operational efficiency across the city government.
