Although his petition was denied, teacher and petitioner John Barry T. Tayam praised the Supreme Court’s decision upholding the constitutionality of granting value-added tax refunds to foreign tourists in the country.
Tayam explained that this ruling legally recognizes VAT refunds for foreign nationals purchasing local products, with the Court highlighting its importance in boosting Philippine tourism.
He added that this serves as new jurisprudence or guidance for the legal system, helping clarify tax policies for entrepreneurs, accountants, and corporate lawyers.
He expressed hope that this development would also provide law students with deeper understanding of law enforcement and the Equal Protection Clause.
