Prosecution Panel Spokesperson Robert Ace Barbers emphasized that there is strong and substantial evidence supporting Article 1 of the Articles of Impeachment against Vice President Sara Duterte regarding the alleged misuse of confidential and intelligence funds (CFs and IFs).
In an exclusive interview with BOMBO Radyo, Barbers stated that the Joint Circular clearly outlines the specific list of items that CFs should only be spent on.
He added that violating these guidelines demonstrates illegal and irregular disbursement of funds amounting to a total of ₱612.5 million. Barbers also stressed that the allegations are not mere rumors but are backed by complete documents and evidence presented by their panel.
He explained that such a large amount requires full transparency so the public can know exactly where it went.
The prosecution considers it a crucial point that OVP Special Disbursing Officer Gina Acosta revealed that VP Duterte personally instructed her to hand over ₱125 million, encashed at Landbank in December 2022, to Col. Raymond Dante Lachica, who was then the commanding officer of the Vice Presidential Security and Protection Group (VPSPG) and security officer of the OVP.
