Retired Brigadier General Atty. Virgilio Garcia, President of the United People’s Initiative (UPI), criticized attempts to reduce the required voting baseline in the Vice President’s impeachment trial as a direct violation of constitutional principles.
Garcia contended that lowering the voting threshold is a partisan attempt to force a conviction rather than evaluate evidence fairly.
He reaffirmed that the Constitution strictly requires a two-thirds vote based on the full 24-member Senate complement, urging lawmakers to uphold the constitutional presumption of innocence.
