The Bugo Tricab Association petitioned the City Council and the Road and Traffic Administration (RTA) for authorization to operate along select sections of the National Highway leading to Puerto commercial centers.
Association President Armando Villaflor explained that commuters rely on tricabs to access major retail hubs unavailable within the Bugo public market area.
Villaflor noted that the group is awaiting formal review by the Committee on Public Utilities to establish legal operating parameters that support driver livelihoods.
