The Department of Public Works and Highways Region 10 (DPWH-10) has firmly denied allegations of ghost projects and substandard infrastructure, asserting that all flood control initiatives, including those in Pagatpat, are subject to natural wear and are not “imortal.”
Spokesperson Novie Cabrido clarified that the deteriorating flood control structure in Balingasag falls under the jurisdiction of National Irrigation Authority (NIA) -10, not DPWH.
Meanwhile, the Pulangi flood control system faces a maintenance cost exceeding ₱20 million, with repair requests pending due to lack of funding.
DPWH-10 appealed to the public not to blame them for failures committed by other districts or erring district engineers.
They emphasized that the regional office maintains transparency and accountability, distancing itself from misconduct in other areas.
Despite submitting courtesy resignations, the Regional Director, Assistant Regional Director, and district engineers in Northern Mindanao continue to report for duty, signaling commitment to public service.
The agency reiterated that there are no ghost flood projects, ghost infrastructure, or substandard outputs under their watch.
In a troubling development, one male worker from DPWH Bukidnon was physically assaulted, while a female employee from the regional office was verbally harassed by a taxi driver.
These incidents highlight the vulnerability of public servants and the need for stronger workplace protections.
The agency condemned all forms of harassment and called for swift action to ensure employee safety.
They also urged media and the public to verify facts before casting blame, especially in complex inter-agency matters.
DPWH-10 reaffirmed their dedication to infrastructure integrity and ethical governance.
As scrutiny intensifies, Cabrido said, it stands by its record and calls for a fair assessment of its projects and personnel.
The department continues to coordinate with other agencies to clarify responsibilities and address funding gaps.
Public trust, they say, must be built on facts not speculation.
