CAGAYAN DE ORO CITY – Atty. Jojo Lacanilao of De La Salle University College of Law explained that the COA Notice of Disallowance means the use of confidential funds by the OVP violated auditing rules.
He said if legality cannot be proven, COA will disallow it and the official must return the funds to the government.
Lacanilao believes the OVP had lapses in liquidating its confidential funds.
