Atty. Ephraim B. Cortez of the NUPL explained that even if “grave threat” is only a crime under the Revised Penal Code, it can still serve as a basis for impeachment if considered a serious offense.
Atty. Cortez clarified that a plot to kill the president could be considered “betrayal of public trust” or a “high crime” due to the high position of the targeted official.
Therefore, even if the threshold of evidence in an impeachment court is lower than in a regular court, it is enough to prove an official is impeachable.
The lawyer maintained that such a plan has a significant impact on the stability of the government and the trustworthiness of a leader.
