Former Presidential Anti-Corruption Commission Commissioner Atty. Manuelito Luna has appealed to the Supreme Court, asserting that there is a strong chance it will grant his petition for a Temporary Restraining Order (TRO) to stop the ongoing impeachment hearings against Vice President Sara Duterte in the House of Representatives.
Luna’s central argument is that the committee led by Atty. Gerville Luistro violated the 60-working-day rule by conducting hearings during the congressional recess.
He contends this action broke legislative rules and amounted to an abuse of power, as the committee issued a resolution that undermined constitutional provisions governing investigations and hearings.
He described the committee’s actions as “judicial overreach,” claiming it exercised authority beyond its mandate and weakened the constitutional system of checks and balances.
