Lawyer Jayvee Hinlo, Deputy Secretary General of PDP Laban for Visayas, underscored that the impeachment complaint against Vice President Sara Duterte is a serious legal issue now being tackled in the House of Representatives.
Hinlo noted that the upcoming nominal voting in plenary could favor those pushing to elevate the Articles of Impeachment to the Senate, since the required one-third vote of House members may already be within reach.
He described the process as a “numbers game,” where sufficient support in the House could sustain the complaint.
However, Hinlo cautioned that the next stage in the Senate would be far more difficult, as conviction requires a two-thirds vote—a threshold he believes will be challenging to achieve.
He also raised concerns about the House Committee on Justice’s investigation methods, suggesting possible deviations from the original complaint.
Because of these procedural questions, Hinlo warned the issue could eventually escalate into a legal battle before the Supreme Court if due process is not strictly observed.
