Atty. Jojo Lacanilao, a professor of law at De La Salle University College of Law, stated that while the programs presented in the SONA such as housing and resolving the controversial “power loss” charges imposed by electric distributors are commendable and difficult to oppose, a major question remains regarding the timing of their implementation.
He revealed that these issues have long been faced and discussed in the country, raising the question of why it is only now, in the fourth year of the administration, that the President has become determined to confront them.
In his view, the sudden action and seriousness of the government show that the President has begun seeking his “legacy” or tangible achievements that will be remembered under his name before the next SONA.
Although worthy of praise, the professor still criticized the delay in providing direct solutions to the power crisis and other basic needs of the people.
Lacanilao also clarified that government agencies such as the Energy Regulatory Commission must act more swiftly and effectively in protecting consumers.
