United People’s Initiative President Atty. Virgilio Reyes Garcia stated that the Operative Fact Doctrine cannot be invoked to shield unauthorized national budget additions executed between 2024 and 2026 from legal scrutiny.
Garcia asserted that unconstitutional budget increases constitute an impeachable offense when executed in bad faith without verified public infrastructure requirements.
He called for legal action to recover state resources allocated through unconstitutional budget adjustments.
