Representative Paolo Marcoleta of Sagip Partylist clashed with House Justice Committee Chair Gerville Luistro during the impeachment hearing on April 14.
Marcoleta requested a manifestation to put on public record the background of witness Ramil Madriaga. Luistro, however, ruled that probing into the witness’s character and credibility are one and the same. She reminded members that all questions should focus on Madriaga’s affidavit.
Marcoleta questioned this ruling, insisting that the committee had earlier stated the process was meant to test the credibility of the witness
. The disagreement highlighted tensions over how testimony should be scrutinized in the proceedings.
