A fixed number of votes is required for the impeachment of a vice president, according to former Philippine Association of Law Schools president Atty. Teodoro A. Pastrana.

He explained that 16 out of 24 votes are required for impeachment, and it should not be taken lightly.

To maintain the integrity of the process despite unexpected events like death or incapacity, the lawyer pointed out that Republic Act 6645 mandates the Comelec to hold special elections to fill vacant Senate positions.

In this way, Atty. Pastrana ensures that the law itself provides the solution to guarantee the Senate’s capacity to continue the impeachment process.
